In regard to countries making international adoptions easier, it's not that simple. There are evil people in this world and they are not above setting up a front of a loving adoptive home in order to pull children into human trafficking situations so terrible it would curl your hair. The people who put the brakes on celebrity adoptions are wise. I'm sure people like Madonna have "Staff" take care of the petty arrangements, how does random social worker in random third world country ensure that "Julie Wilson" does indeed work for Madonna? Random social worker probably can't, at least not in the sort of time frame Ms Wilson would expect. All Random social worker can do is put the whole process on ice until it's clear she really is dealing with a Madonna staffer.
Indonesia put a hold on the adoption thing because they were afraid that they would send children off to new lives overseas and six weeks later the biological parents turn up...
I also read an article about how a ring of kidnappers were stealing healthy baby girls in China to be adopted by Americans, for a fee.
While I think a more standardized process for international adoptions might be nice, I don't have a problem in the short term with slowing things down enough to make sure all the bases are covered.
